Three details move the number before anyone measures a wall. The age of the villa, because a 2005 build usually needs the full electrical and plumbing replacement that a 2022 handover does not. The number of wet areas, because each bathroom carries waterproofing, plumbing, tiling and fittings. And imported finishes, which can double the material cost of the same room.

What drives your villa renovation price up
Five things move a Dubai villa renovation from the bottom of the range to the top, and only one of them is about taste.
- Age and condition. Villas older than 15 years usually need a full rewire, new plumbing and often new HVAC ducting. This is the single biggest swing.
- Layout changes. Moving a kitchen or joining two rooms adds drawing work, permit scope, structural checks and new MEP routes.
- Load bearing walls. A new opening needs an engineer, a steel or concrete lintel and an approved structural submission. Budget AED 15,000 to AED 45,000 for one opening including design and inspection.

Permits and approvals in Dubai
Any structural, MEP or layout change needs an approved permit before work starts. The authority depends on where the villa sits: Dubai Municipality for most of the emirate, Dubai Development Authority for the free zone communities, and Trakhees for areas under the Ports, Customs and Free Zone Corporation. Purely cosmetic work often needs nothing more than a developer or community NOC.
The process, in order:
- Title deed, site survey and existing drawings are collected.
- A licensed engineer prepares the renovation drawings and the scope of works.
- The submission goes to Dubai Municipality, DDA or Trakhees, with the developer or community NOC attached where required.

Unpermitted work is not a small risk. It can block a resale, stall a mortgage valuation and trigger fines or a demolition order, and fixing it afterwards usually costs more than the permit would have.
Timeline, and how to compare contractor quotes
Permits take 3 to 8 weeks, and the build takes 2 to 12 months depending on scope.
- Cosmetic refresh: 6 to 10 weeks on site, often with no permit.
- Mid-range renovation: 4 to 6 months including permit time.
- Full design and build: 7 to 12 months from design sign-off to handover.
- Pool and landscaping: 8 to 16 weeks, usually run in parallel with the interior works.
Wet areas set the pace of the programme. Waterproofing and rough-in are inspected before a single tile is fixed.
When the quotes arrive, compare four things and ignore the total until you have done that comparison.
- BOQ or lump sum. A bill of quantities with quantities and unit rates shows what is included. A single lump sum hides it.
- Payment schedule. A normal structure is 20 to 25 percent on mobilisation, then staged payments against completed milestones, with 5 to 10 percent retention until snagging closes.
